Job Description:

Provide task management level knowledge and experience to lead and manage the full service lifecycle of GSA IT assets and configuration items. The SACM Support Lead will be responsible for managing and supporting the design, administration, management, execution, and updating of the SACM strategy and roadmap in order to mature GSA IT-s existing SACM program that is implemented to meet the needs of GSA employees and the GSA enterprise architecture.

The successful candidate must have deep technical knowledge and demonstrated working experience in

  • efficient and effective configuration management processes

  • ensuring the integrity between business requirements and configuration items

  • how to improve overall service performance and optimize the costs and risks caused by poorly managed assets.

The SACM Support Lead will also be responsible for leading and managing the update of the existing SACM Management Plan that shall include the following:

  • how the contractor will provide service asset and configuration management services in an ITIL-based framework

  • development of well-defined SACM processes and procedures with roles and responsibilities

  • process interfaces between SACM and other processes, such as Change Management, Release and Deployment Management, and Knowledge Management (incidents and problems)

  • regular reviews of SACM processes, procedures, and associated techniques and methods to ensure continuous process improvement

  • procedures for auditing and verifying the accuracy of service assets and configuration items, adherence to SACM processes, and identifying process deficiencies

  • establishing appropriate authorization controls for modifying configuration items and verifying compliance with software licensing

  • developing procedures for establishing configuration baselines as reference points for rebuilds and provide ability to revert to stable configuration states

  • the configuration management lifecycle of all assets from identification, requisition ordering, inventory, installation, and maintenance to disposal

  • the update of asset records related to all approved change activities (e.g., Install, Move, Add, Change (IMAC) activities, break/fix activities, and change management)

  • the development, maintenance, and update of the Equipment Spares Inventory Management Plan and the spares inventory

  • the Configuration Management System (CMS) within the Enterprise IT Management (EITM) system to include a logical model of the IT Service Areas- devices

  • the work with the EITM System team to define and configure SACM capability

  • generation of SACM reports, including management reports, configuration item analysis reports, and asset inventory reports.


Required Education/Skills:

  • Bachelors and 9+ years or more experience; OR, High school equivalent and 13+ years of experience.

  • Must be able to obtain a Public Trust security clearance.

  • ITIL v3 Foundations certification is required.

  • Experience designing, developing, testing, implementing, maintaining and updating capabilities implemented for a configuration management system.

  • 9 years of IT experience, IT Project Management, 2 years of recent experience implementing or maintaining a configuration management process.

  • Experience supporting customers in secure environments.

  • Experience supporting GSA-s existing SACM program or an equivalent program is size, scope, and complexity.

  • Experience with performing root cause analysis, risk identification, and risk mitigation

Preferred Qualifications:

  • Experience with ServiceNow preferred.
