Company Job Title: Expert Consultant II/Technical Architect Chenega Job Title: Subject Matter Specialist VII, Advisor Clearance: Public Trust Location: Washington, DC (Remote) Reports To: Program Manager FLSA Status: Exempt, Full Time, Regular Prepared Date: 1/29/2019 Approved Date: 1/29/2019 Summary: Chenega Professional and Technical Services, LLC (CPTS) is seeking an Expert Consultant II/Technical Architect to support Navy Enterprise Business Solutions (NEBS, Program Manager, Warfare) (PMW 220), to provide Acquisition, Program and Project Planning and Execution and Deployment & Sustainment support at the Washington Navy Yard (WNY), Washington, DC. Incumbent will support the development, deployment, and sustainment of program office product line solutions, and for the development of strategies for new portfolio opportunities. Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position). * Provide subject matter expertise in the areas of IT infrastructure and architecture including physical installation supporting software and enterprise integration. * Develop and maintain technical conceptual models and views, including maintenance of Business Process models linking data to processes. * Develop and maintain the views and models in a tool designated by the Government where authorized users can navigate the models interactively. * Document conceptual models and views in Technical Data Packages (TDPs). * Perform impact analysis associated with technical documents which identify potential updates to the Portfolio System's documentation under Configuration Management. * Support semi-annual releases of the Government-approved conceptual models. * Provide support in documenting the conceptual models to create web-enabled views. Non-Essential Duties: * Other duties as assigned Supervisory Responsibilities: * None Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.) * Minimum of 10 years' experience in the past 15 years implementing IT Systems for government clients. * 4 years' of DoD client experience preferred. * Strategic and implementation skills in infrastructure. Knowledge, Skills and Abilities: * Knowledge of Web and client/server based computing architectures, languages and application middleware standards, including Java Server Pages (JSP), Active Server Pages (ASP), Hyper Text Markup Language (HTML), JavaScript, Cascading Style Sheets (CSS), Extensible Markup Language (XML), and Simple Object Access Protocol (SOAP). * Knowledge of Web server communication protocols including Hypertext Transfer Protocol (HTTP), Hypertext Transfer Protocol Secure (HTTPS), Transport Layer Security (TLS) and its predecessor Secure Sockets Layer (SSL), and Online Certificate Status Protocol (OCSP). * Experience with large enterprise architecture policy and implementations similar in size and scope to the Navy Marine Corps Intranet. * Experience with Navy or DoD network architectures and legacy system interfaces. * Experience with Failure Reporting, Analysis and Corrective Action System (FRACAS) and experience providing recommendations regarding the implications of reliability, availability, and maintainability (RAM) in accordance with DoD 5000 policies and industry best practices for enterprise software systems. * Understanding of DoD and DON Cybersecurity policies to ensure system design and operation maintains compliance with these policies: Strong understanding of DOD PKI, DOD CAC and related identity management/ single-sign-on solutions as they relate to Public Key enablement of user access components. * Understanding of Joint Interoperability Test Command Interoperability Certification and ability to provide system performance metrics to satisfy log test data requirements. This includes System Data Exchange log data supporting timeliness and accuracy performance metrics.
