None Suitability:No Suitability Required Public Trust/Other Required:Other Job Family:Functional Experts Job Description: #GDITpriority The successful candidate will be a subject matter expert in Veterans Affairs (VA) privacy act procedures, regulations and compliance for releasing Veteran records to themselves and third parties as it relates to the protection of Personal Identifiable Information (PII), Protected Health Information (PHI), and Sensitive Personal Information (SPI) collected by VA. This is further extended to the Freedom of Information Act requests also covering the release of Veterans records. This candidate will be expected to advise and participate in all facets of manual records review and redaction following all VA instructions and policies including VA Directive 6509 and related directives (6502 and 6508). The candidate will active manage redaction process involving 1000’s of requests performed through manual and automated methods. In addition, the candidate will be expected to provide oral and written discussion of privacy act requests, findings, anomalies and statistics. On a case-by-case instance, specific Veteran Freedom of Information Act (FOIA)/) Privacy Act (PA) will be investigated and reported on. This candidate will also be expected to create and update standard operating procedures (SOPs) for processing Veteran FOIA/PA requests. These duties also include training additional staff and evaluating their performance in the course of fulfilling FOIA/PA requests. This candidate will support the establishment of performance baselines by which staff perform their functions in fulfilling FOIA/PA requests specifically in regards to redaction. The candidate will by the principle team member to oversee the successful processing Veteran and third party Freedom of Information Act (FOIA)/) Privacy Act (PA) requests for disclosure of Veteran records including request acknowledgement, record extraction, tracking, redaction, bundling, official correspondence letter, secure delivery and request closeout. The candidate will support processes that track request, status, and metrics from end-to-end. The candidate will interface with limited VA client stakeholders, including the COR and VA Privacy Officers, and expected to document and resolve any issues that arise. Duties and responsibilities will include, but are not limited to: Document VA requests related to FOIA/PA request processing via Action Items and develop materials to respond to these requests Capture FOIA/PA request metrics and report on quantity-based performance metrics used to track core project functions for status reporting and invoicing Utilize professional judgement, critical thinking skills and research to improve program processes and resolve issues affecting program performance Prepare ad hoc FOIA/PA presentations and present them to VA stakeholder Support action item management and definition of program risks related to fulfilling FOIA/PA requests Minimum Requirements: Bachelor’s Degree in business related field, engineering, or a related scientific or technical discipline with at least 8+ years of experience; an additional 4 years of experience will substitute for the Bachelor’s Degree Must have 6+ years of direct experience as a VA Privacy Officer Must demonstrate the ability utilize critical thinking skills to resolve challenging issues related to fulfilling Veteran and third party requests for VA records release Good team player, able to manage multiple assignments, and adapt to changing client needs Outstanding written and verbal communication skills with the ability to present business leaders Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting Desired Qualifications: Active VA access including assigned CAG and PIV
